Course
Description:
Bicycle officers need to ride whenever
and wherever they are needed. Proper
training is essential to an officer's
on-the-job performance and safety. It is
also critical in reducing liability. The
PC course provides bicycle officers with
the skills they need to effectively
serve their communities. The course is
divided into eleven units: Bike Handling
& Vehicular Cycling, Bike Fit, Group
Riding, Hazard Recognition & Common
Crashes, Obstacle Clearing & Riding
Techniques, Patrol Procedures, Nighttime
Patrol, Community Policing, Basic
Maintenance, Legal Issues & Traffic
Laws, and Fitness & Nutrition. This
demanding class involves over 20 hours
of on-bike time to develop and improve
riding skills.

Description:
The IPMBA Survival Tactics and Riding
Skills Course is designed for bike
officers who have already completed the
basic school and have mastered the
fundamentals of police cycling and
bike-handling. This dynamic course,
offered exclusively at the IPMBA
Conference, is updated annually to
reflect the latest training
developments. This course is the result
of the collective effort of a group of
IPMBA-certified bike instructors who
hold various other certifications, such
as firearms, RedMan Simulations, and
fitness instructors; and Simunitions
Safety Supervisors, and who are
technically skilled riders. This course
is ideal for instructors and any police
cyclists seeking to improve their
essential skills, including low speed
riding, urban obstacles, bike handling,
and firearms.
The course is divided into multiple
segments - slow speed skills, firearms,
off-road riding, offensive and defensive
measures, scenarios, and crowd
management and control. In slow speed
skills, students hone their riding
skills, learn how to set up challenging
and creative cone courses, and gain an
understanding of how to use obstacles to
enhance the learning process. A full day
of bike-specific firearms training,
taught by Team One Network instructors,
includes intense drills and a
competition involving both riding and
firearms skills. In scenarios, students
role-play as both officers and bad guys
in scenarios based on actual incidents.
Crowd management and control will
provide an understanding of how to use
bike-mounted officers to control and
move a demonstration. The techniques and
deployment skills taught are those used
by the Seattle Police Department but are
relevant to departments of all sizes.
Finally, each day includes urban and/or
off-road riding designed to enhance all
riders’ skills, no matter what their
level.

IPMBA EMS Cyclist Course
Description:
Safety, job performance, and efficiency
are at the root of this training
program. EMS personnel on bikes can
frequently respond more quickly than
those in motor vehicles, especially in
congested urban areas and in crowds.
They are also effective in
search-and-rescue operations, such as
those resulting from natural disasters.
Students learn basic and emergency
bike-handling skills, riding single and
in pairs under various traffic
conditions, ways to effectively and
safely pack equipment, techniques
designed to safely handle EMS scenes,
and personal safety techniques. This
course is a must for EMS and SAR
personnel seeking to develop and improve
their riding skills and their use of the
bike on the job.

Description:
The IPMBA EMS Cyclist II Course is
designed for EMS Cyclists who have
already completed the basic school and
have mastered the fundamentals of EMS
cycling and bike-handling. This dynamic
course introduces students to the
rapidly expanding world of EMS cycling.
As bike medics move beyond special
events and into regular patrol, tactical
medical situations, and varied crowd
situations, they may be called upon to
operate defensively in order to achieve
and maintain scene safety. Units of
instruction include Advanced Cycling
Skills and Off-Road Riding, Advanced
Load Placement and Carrying Devices,
All-Weather and Low-Light Cycling,
Inter-agency Operability, Self-Defense,
Operating in Areas of Civil Unrest, EMS
Response to Terrorist Attacks, Advanced
Event Planning, and Search-and-Rescue.
Combining techniques from the U.S., the
U.K., and the Netherlands, this
innovative class will prepare EMS
cyclists to more fully incorporate their
bicycle into EMS response for a wide
range of situations. Offered exclusively

IPMBA Maintenance Officer
Course
offered
exclusively
at the IPMBA
Conference!
Description:
This course provides mechanically
inclined bike patrol officers and EMS
providers with the skills to maintain
the department fleet and perform all but
the most technical repairs. The emphasis
of the curriculum is on preventive
maintenance, general repairs, and
overhaul of component groups. The course
will cover component groups and the
interrelated nature of the individual
parts, bike-specific tools, cleaning and
inspection, periodic maintenance and
overhauls, and documentation. The
benefits of an in-house maintenance
officer are obvious: reduced bicycle
downtime, fewer expensive repairs, and
safer, longer-lasting bicycles.
Instruction is provided by United Bicycle
Institute (UBI), the most
respected training institute in the
bicycle industry. More graduates from
UPI work in the field than from any
other national mechanics school. UBI
brings to the IPMBA conference not only
years of experience, but also the
philosophy that learning about bikes
should be fun!

IPMBA Instructor Course
Description:
This course is designed to train and
certify qualified persons as IPMBA
Police Cyclist™ or Emergency Medical
Service Cyclist™ Instructors. It is an
intense course that will increase the
students' confidence, reinforce their
understanding of the basic principles of
police/EMS cycling, improve their
bike-handling skills, and prepare them
to communicate that knowledge to others.
Teaching methods include in-class
presentations, on-bike drills, and peer
and self-critiques. Students learn to
identify and correct improper technique;
how to assist students overcome
individual difficulties; and how to
incorporate various methods of
instruction into the Police and EMS
Cyclist™ Courses.
Course Length: 40 hours Testing
Procedure: written & on-bike;
evaluated presentations
Requirements: In order to be
eligible for the IPMBA Instructor
Course, you must submit the following
items: 1) Instructor
Application and fee; 2) a copy of
your IPMBA Police/EMS Cyclist
Certificate. (If you are not already a
certified IPMBA member, you must submit
the IPMBA Membership & Certification
Application found in the Application
Packet.); 3) a recommendation from your
IPMBA-certified Instructor; 4) a
recommendation/support from your
department; and 5) the course
registration form.
Certification: IPMBA Instructor
Certification is awarded to qualified
personnel who successfully complete the
practical tests, earn a score of 80% or
better on the written test, and receive
satisfactory reviews of the required
presentations.

Bicycle Rapid Response
Team Training
offered

Conference!
Description:
This course teaches the equipment and
tactics used by the Seattle and Los
Angeles Police Departments for crowd
control and escort methods. Topics to be
covered during this intense 20-hour
course include crowd management, crowd
control, tactics and weapons of
political extremists during special
events, less lethal weapon options,
chemical agent deployment, team concept
and movement both on and off the bike,
skirmish lines, arrest/rescue circles,
crossbows, scout teams, and use of
force. Approximately 85% of the course
will consist of on-bike, practical
experience. This course is designed to
introduce the concept of bicycle rapid
deployment to law enforcement bike units
of all types and sizes. The principles
are applicable to most crowd management
situations, from demonstrations and
parades to high school football games
and college parties to
politically-charged speaking events.
Whatever size and type of crowds you are
faced with, you will benefit from
learning the escort, blocking,
diversionary, and dispersal techniques
that a bicycle mobile field force can
employ.

Description:
This course is essential to the
continued professional development of
the Public Safety Cyclist. Designed for
IPMBA members who have mastered the
skills and information presented in the
introductory IPMBA Police, EMS, and
Security Cyclist courses, the focus of
the PSC II course is on practical
application. It is a hands-on,
performance-based course with an
emphasis on the development of critical
thinking skills as they pertain to the
implementation of Bicycle Operations.
Topics include Effective Deployment of
Bike Teams in Various Environments,
Planning of Expedient Response Routes,
Analysis of Crime Problems for Police
and Security Cyclists, and EMS
Strategies for Pre-Planning and
Problem-Solving. Students will also

IPMBA Security
Cyclist Course
Description:
This highly sought-after course has been
developed to meet the requirements of
the rapidly-expanding private security
sector. It is designed for security
personnel from a wide array of
facilities, including corporations,
colleges, casinos, amusement parks,
hospitals, shopping & entertainment
complexes, sports facilities, and cities
which utilize citizen patrols and/or
parking enforcement personnel. The goals
of the course are to produce confident,
competent, and effective personnel who
operate in a safe manner and to reduce
departmental liability. Well-trained
security officers are less likely to
cause property damage or injury to
themselves, suspects, or third parties.
And if injury or property damage is
sustained, the possibility of a failure
to train lawsuit is reduced. Units of
instruction include fitness and
nutrition, vehicular and technical
cycling, basic maintenance, equipment,

Description:
The IPMBA Night Ops-Firearms and Tactics
Course (NO-FAT) combines high-intensity
tactical training with technical
skill-building in a realistic
environment focused on low-light
operations. Bike officers who patrol at
night are exposed to unique challenges
and risks, and this class will teach
them how to safely and effectively
overcome them. Units of instruction
include Technical Skills, including
skill-building games, dismounts and
low-light off-road riding; Live Fire
Drills, both day and night, which
highlight bike-specific issues such as
lack of cover and susceptibility to
falling; Offensive and Defensive
Measures, including use of the bike as a
barrier, foot pursuits, and use of force
and weapon retention drills; and
Reality-based Training utilizing
scenarios designed to mirror actual
situations bike officers typically
encounter. Using RedMan gear and
Simunitions®, students learn how to
respond appropriately to the threat
level presented in each scenario.
Incorporating the latest trends in law
enforcement training, this innovative
course is realistic, relevant, and
recent.

The MMR-IPMBA Core Skills and Scenarios
Clinic is designed to meet the unique
challenges faced by public safety
cyclists. This program combines Mad March
Racing (MMR)'s 10+ years of mountain bike
skills coaching experience with IPMBA's
expertise in public safety cycling. This
clinic will improve and enhance overall
bike handling skills, develop core
fundamentals, and enhance your ability to
navigate obstacles, execute slow speed
maneuvers, and complete situational
operations. You will participate in
skill-building drills in both urban and
off-road environments, and apply them in
realistic scenarios involving police, EMS,
and security response to on-duty
situations. Simunitions® or
Airsoft® will be used.

Shaums March, 2x Masters DH World
Champion, founded Mad March Racing (MMR)
in 1998 with one goal: to provide the best
hands-on mountain bike instruction
available. Shaums, renown for his
accomplishments in downhill and mountain
bike racing as well as freeride events, is
