International Police Mountain
Bike Association (IPMBA)
The use of bicycles by police, EMS,
and security personnel continues to grow along with increased awareness
of the benefits of an extremely mobile team of first responders. While

quickly, safely, and effectively as possible.
The
Complete Guide to Public Safety Cycling is the single most
comprehensive source of in-depth information on starting a bike unit or
enhancing an established bike unit with tactical and technical tips on

EMS, and Security Cyclist Courses.
The Second Edition Includes:
Section One covers all general aspects of Public Safety
Cycling such as bicycle types and components, clothing and personal
protective equipment, skill development, hazard avoidance, bike
maintenance, nutrition and fitness, funding, and bike safety education

Just thought I would drop you a note about the new 2nd
Edition of the Complete Guide to Public Safety Cycling. My book
order came in yesterday in preparation for some training I will be
doing in September.
I only have one problem with the book--I can't put it down! Please pass
my regards on to all the collaborators who spent time crafting the
book. It is a piece of art. The second edition is truly a testament to
the dedication of IPMBA as an organization and to the authors. Thank
you.

possible through the generous support of Mocean, manufacturers
of technical law enforcement and bike patrol uniforms.
Note:
Cycling skills cannot be acquired
solely through watching a video. Motor skills must be demonstrated and
practiced under the supervision of a qualified IPMBA Instructor.
Viewers should use this video to supplement techniques learned in an
IPMBA Police, EMS, or Security Cyclist Course. Duplication of this
video in whole or part without the written permission of the
International Police Mountain Bike Association (IPMBA) is strictly
prohibited.
Fundamental Skills for Public Safety
Cycling has replaced the Effective Cycling
video in IPMBA courses; however, the Effective Cycling video remains a
valuable training resource for public safety and civilian cyclists.

This
video, developed in 1997 in response to a growing need for
bike-specific firearms training, demonstrates proven ways to train for
situations that require the use of weapons while on bike patrol. For
more information, read Firearms Training
for Police on Bikes by Gene Miller in the IPMBA News archives.
The
more
specialized
a unit is, the more specific and tailored the training
must be. This video is the result of the worldwide training of police
cyclists and research into firearms issues specific to their duties. It
includes statistical information regarding deadly force encounters as
well as a basic course of fire.
Many bike unit members have inquired, “When should a patrol bike be
replaced?” The answer is rather ambiguous – it largely depends upon a
number of factors, such as material, age and condition of the frame,
fork, wheels, and components. This document provides guidance for
determining when a bicycle has outlived its usefulness and should be
replaced rather than repaired. [download

Police Bicycle Patrols Techniques

This report is the result of a fellowship awarded to Mick Shaw by the
Winston Churchill Memorial Trust of Australia. The objective of the
fellowship was to learn how overseas police jurisdictions use police
bicycle patrols, including: strategies and techniques, training, member
selection, budgets, legislative powers, health and safety and the
effect on police personnel, crime reduction/detection, and community
satisfaction/perception.
In researching this report, Mick traveled to Canada, the US,
and the UK to conduct a study of established bicycle patrols. He spent
time with a variety of departments, including the Vancouver Police
Department and the Royal Canadian Mounted Police in Canada; the
University of Pennsylvania Police, the New York Police Department, the
Telford (PA) Police Department, the Lancaster (PA) Police Department,
the University of Pittsburgh Police Department, and the U.S. Capitol
Police in the U.S.; and the Metropolitan Police Department, the
Cambridge Constabulary, the West Midlands Police, the South Yorkshire
Police, the North Yorkshire Constabulary, the Hampshire Constabulary,
and the Thames Valley Police Department in the UK.
While in the U.S., he completed the IPMBA Police Cyclist Course at the
University of Pennsylvania, and was certified as an IPMBA Instructor
during the 13th Annual IPMBA Conference in Charleston, West Virginia.
This report contains insightful information about the manner in which
bike patrol units are administered and deployed in the areas Mick
visited. It is an excellent resource for those who wish to learn from
the experiences of their colleagues around the world.
These guidelines were established to increase safety and performance
for individuals engaged in physical activity, especially in warm and
hot environments. Dangers associated with exercise in the heat are well
documented but have not been adequately disseminated and implemented.
Many cases of exertional heat illness are preventable and can be
successfully treated if onsite personnel identify the condition and
implement appropriate care.
Strategies to optimize proper care of
dehydration, exertional heat stroke (EHS), heat exhaustion, heat
cramps, and exertional hyponatremia are presented here. This consensus
statement was developed by medical/scientific experts experienced in
the prevention, recognition, and treatment of exertional heat
illnesses. For more information, visit www.acsm.org.

Safe Routes to School, Marin County CA
This manual was created by Safe Routes to School Marin County as a
resource for educators and volunteers responsible for conducting
bicycle safety programs for children. It includes information about
organizing a rodeo, conducting exercises, engaging volunteers, and

traffic situation. The on-bike exercises should be supplemented with
classroom lessons focusing on helmet usage, basic safety strategy,
laws, and regulations. Additional resources, including lesson plans,
